I think it is hard to give one cut and dry answer, because every kid is so different. But, all of my kids loved the pop 'n pals (different animals pop up when you push a button). Some of my kids enjoy the stacking rings. They all like the little cars that you can hold onto, but fill their hands (I think they have some shaped like animals). That's all i can think of right now, but with a playroom packed full I can probably come up with some other suggestions...
Favorite toys: old computer keyboards car keys wet rags (yes, really) boxes tupperware wooden spoons whisks (WHY DOES EVERY KID LOVE WHISKS?!) plastic/mylar tissue paper (it doesn't rip, it's super noisy, and it lasts forever. awesome!)
My kids didn't really enjoy TOYS toys until they were over a year old. (But, then, my boy discovered balls and trucks and hasn't looked back since!)
Hi Charis, We really got into toys with Anne. Looking for toys that enhance the developmental phase she was practicing. A lot of the best toys the grands are still using! There are some great ones. Check out Manhatten Toy Co.com Enduring favorites from that company: Skwish, Whoozit, Winkel, and photo album. Other ideas: Sensory balls, they are nubby easy to hold and smell like vanilla, Corolle dolls (age appropriate). Press and Go Inchworm. To name a few. The babies are so cute. You look like you are having a ball! A little warning...real keys as opposed to toy keys have lead in them. Babies should not play with them. Love ya!

A metal pot and a wooden spoon- Although you might not appreciate the chaos that will insue if you allow them to start playing in your cabinets.

All my kids have liked blocks, and still do.
They have also really liked the pop n pals toy that Kassie mentioned.
